Final toplant\u0131s\u0131 U\u00e7an S\u00fcp\u00fcrge Kad\u0131n \u0130leti\u015fim ve Ara\u015ft\u0131rma \u00a0Derne\u011fi Koordinat\u00f6r\u00fc P\u0131nar Y\u0131ld\u0131z, U\u00e7an S\u00fcp\u00fcrge Kad\u0131n \u0130leti\u015fim ve Ara\u015ft\u0131rma \u00a0Derne\u011fi \u00dcyesi Bilge Ta\u015f, E\u011fitim-SEN Kad\u0131n Sekreteri Elif Ya\u015far, sivil toplum \u00f6rg\u00fctleri, yerel medya mensuplar\u0131, \u00f6\u011fretim g\u00f6revlileri ve Suriye uyruklu vatanda\u015flar\u0131n kat\u0131l\u0131m\u0131yla yap\u0131ld\u0131.<\/p>\n<p>U\u00e7an S\u00fcp\u00fcrge \u00a0Kad\u0131n \u0130leti\u015fim ve Ara\u015ft\u0131rma Derne\u011fi taraf\u0131ndan yap\u0131lan \u00e7al\u0131\u015fmalar kapsam\u0131nda ortaya \u00e7\u0131kan sonu\u00e7lar ve imkanlar, e\u015fitlik\u00e7i bir e\u011fitim sistemi i\u00e7in ayr\u0131mc\u0131l\u0131kla m\u00fccadele, k\u0131z \u00e7ocuklar\u0131n\u0131n e\u011fitime devam\u0131 i\u00e7in yap\u0131lmas\u0131 gerekenler, yabanc\u0131 uyruklu vatanda\u015flar\u0131n ya\u015fad\u0131\u011f\u0131 problemler, \u00e7ocuklar\u0131n sosyal hayatta ya\u015fad\u0131\u011f\u0131 zorluklar gibi bir\u00e7ok konu incelendi.<br \/>\nYabanc\u0131 uyruklu vatanda\u015flara y\u00f6nelik yap\u0131lan \u00e7al\u0131\u015fmada dil sorunu, akran zorbal\u0131\u011f\u0131, ayr\u0131mc\u0131 uygulamalar, b\u00fcrokratik engeller, okullardaki kapasite sorunu, k\u00fclt\u00fcrel farklar\u0131n ortaya koydu\u011fu sorunlar, \u00fclkeler aras\u0131nda ki anayasal farkl\u0131l\u0131klar, yoksulluk gibi bir\u00e7ok konuya de\u011finildi.<br \/>\nSuriyeli kat\u0131l\u0131mc\u0131lar\u0131n \u00f6zellikle \u00e7ocuklar\u0131n\u0131n e\u011fitimleri i\u00e7in gerekli olan servis yetersizli\u011fine, sosyal d\u0131\u015flamaya, okul kay\u0131t s\u0131k\u0131nt\u0131lar\u0131n\u0131n ya\u015fatt\u0131\u011f\u0131 zorluklara vatanda\u015flar\u0131n tepkilerine ve ortak alanlarda ya\u015fan\u0131lan ayr\u0131mc\u0131l\u0131\u011f\u0131n do\u011furdu\u011fu problemlerin dile getirildi\u011fi toplant\u0131da sorunlar\u0131n \u00e7\u00f6z\u00fcmlenebilmesi ad\u0131na fikirler ve yap\u0131lmas\u0131 gerekenler konu\u015fuldu.<\/p>\n<p>\u2018Birinci Problem Dil\u2019<\/p>\n<p>U\u00e7an S\u00fcp\u00fcrge \u00a0Kad\u0131n \u0130leti\u015fim ve Ara\u015ft\u0131rma Derne\u011fi Koordinat\u00f6r\u00fc P\u0131nar Y\u0131ld\u0131z, \u201cT\u00fcrkiye\u2019ye yeni gelen bir \u00e7ocu\u011fun ya\u015fad\u0131\u011f\u0131 bir\u00e7ok problem oldu\u011funu g\u00f6rd\u00fck. Bunlardan en \u00f6nemlisi \u00e7ocu\u011fun yeni bir alfabe ile e\u011fitim hayat\u0131na devam etmek zorunda kalmas\u0131. Dolay\u0131s\u0131yla ba\u015far\u0131l\u0131 bir e\u011fitim hayat\u0131 olsa da \u00e7ocuk s\u0131navlarda anlama ve anlamland\u0131rma da problem ya\u015fayaca\u011f\u0131 i\u00e7in ba\u015far\u0131s\u0131z olarak alg\u0131lan\u0131yor. Kendisini ba\u015far\u0131s\u0131z hisseden \u00f6\u011frenciler i\u015fte tam olarak burada bir okuldan kopma ya\u015f\u0131yorlar. Bu noktada gerek \u00f6\u011frencilerin velileri gerekse \u00f6\u011fretmenlerin daha fazla katk\u0131da bulunmas\u0131 gerekti\u011fini d\u00fc\u015f\u00fcn\u00fcyoruz. \u00dclkemizde sava\u015ftan \u00e7\u0131k\u0131p gelmi\u015f insanlar var. Yabanc\u0131 uyruklu bu vatanda\u015flar\u0131n haklar\u0131 olmalar\u0131na ra\u011fmen okullara kay\u0131tlar\u0131 yapt\u0131r\u0131lmad\u0131\u011f\u0131n\u0131n \u015fikayetleri halen gelmekte. Kay\u0131t i\u00e7in istenilen paralar ise yine engelleyici bir fakt\u00f6r olarak kar\u015f\u0131m\u0131za \u00e7\u0131kt\u0131. Akran zorbal\u0131\u011f\u0131yla kar\u015f\u0131 kar\u015f\u0131ya kalan \u00e7ocuklarda okuldan ayr\u0131lma noktas\u0131na geliyor. Bunu g\u00f6ren veliler ve e\u011fitimciler m\u00fcdahale etmiyor. \u00c7ocuklar evden ald\u0131\u011f\u0131 bilgilerle kar\u015f\u0131la\u015ft\u0131\u011f\u0131 yabanc\u0131 uyruklu \u00e7ocuklara \u00f6n yarg\u0131 besliyor ve d\u0131\u015fl\u0131yorlar. Bunlarda \u00e7ocuklar\u0131n e\u011fitim hayat\u0131n\u0131n son bulmas\u0131nda neden oluyor\u201d dedi.<br \/>\n> Okul y\u00f6netimine T\u00fcrk vatanda\u015flar\u0131 taraf\u0131ndan yabanc\u0131 uyruklu \u00e7ocuk al\u0131nmamas\u0131 ba\u011flam\u0131nda bask\u0131 yap\u0131ld\u0131\u011f\u0131n\u0131 s\u00f6yleyen Y\u0131ld\u0131z, \u201cBir kapasite sorunu g\u00f6r\u00fcyoruz.Milli E\u011fitim Bakanl\u0131\u011f\u0131\u2019nda ve okullarda farkl\u0131 dil konu\u015fan \u00a0g\u00f6\u00e7men bir \u00f6\u011frenciyi e\u011fitim hayat\u0131na katma konusunda hen\u00fcz kapasite sorununu a\u015facak ve verileri ortaya koyacak proje yok. Veliler \u00f6\u011frencilerinin e\u011fitim durumunu kontrol edemiyorlar.\u201d diyerek dil sorununun ortaya \u00e7\u0131kartt\u0131\u011f\u0131 eksikliklerin b\u00fcy\u00fck bir etkisi oldu\u011funu vurgulad\u0131.<\/p>\n<p>\u201cEkonomik Yetersizlik K\u0131z \u00c7ocuklar\u0131n\u0131n Okula Gitmemesine Sebep Oluyor\u201d<\/p>\n<p>Yabanc\u0131 uyruklu vatanda\u015flar\u0131n ya\u015fad\u0131\u011f\u0131 problemlere ek olarak T\u00fcrkiye ekonomisinin yaratt\u0131\u011f\u0131 zorluklara de\u011finen Y\u0131ld\u0131z, \u201cK\u0131z \u00e7ocuklar\u0131m\u0131z zaten ekonomik yetersizlik y\u00fcz\u00fcnden erken ya\u015fta evlili\u011fe s\u00fcr\u00fckleniyor. Suriyeli k\u0131z \u00e7ocuklar\u0131n\u0131n e\u011fitim hayat\u0131n\u0131 etkileyen kay\u0131t \u00fccretleri, s\u0131navlara giri\u015f i\u00e7in al\u0131nan \u00fccretler ya\u015fam m\u00fccadelesi veren ailelerin k\u0131z \u00e7ocuklar\u0131n\u0131n e\u011fitim almas\u0131n\u0131 engelleyen problemlerden. Bu sonu\u00e7lara velilerle konu\u015farak ula\u015ft\u0131k. E\u011fitim hayat\u0131na T\u00fcrkiye\u2019de ba\u015flayan \u00e7ocuklar b\u00fcy\u00fck ya\u015flarda sosyal ya\u015fama kar\u0131\u015fan \u00e7ocuklara g\u00f6re daha iyi durumda. B\u00fcy\u00fck ya\u015fta olan gen\u00e7ler daha \u00e7ok ayr\u0131mc\u0131l\u0131k ve d\u0131\u015flanmayla m\u00fccadele ediyorlar. Bu yarg\u0131lar\u0131n son bulmas\u0131 gerekiyor.\u201d diye konu\u015ftu.<\/p>\n<p>\u201c\u00d6\u011frenciler D\u0131\u015fland\u0131klar\u0131 \u0130\u00e7in Yaln\u0131z Kalmay\u0131 Tercih Ediyorlar\u201d<\/p>\n<p>\u00c7ocuklarla yap\u0131lan soru cevap \u00e7al\u0131\u015fmalar\u0131nda elde edilen verileri payla\u015fan Y\u0131ld\u0131z, \u201cSuriyeli \u00e7ocuklarla yapt\u0131\u011f\u0131m\u0131z \u00e7al\u0131\u015fmada verilen cevaplar ger\u00e7ekten de \u00fcz\u00fcc\u00fc. \u00c7ocuklar kendilerine y\u00f6neltilen sorularda b\u00fct\u00fcn \u00e7ocuklar\u0131n okula gitme hakk\u0131 oldu\u011funu, \u00e7al\u0131\u015fan \u00e7ocuklar\u0131n ya\u015famlar\u0131n\u0131n zor oldu\u011funu, k\u0131z \u00e7ocuklar\u0131n\u0131n da okula gitmesi gerekti\u011fini, \u00f6\u011fretmenlerin iyi davranmas\u0131 gerekti\u011fini, okulun \u00e7ocuklar i\u00e7in yap\u0131lan etkinlik ve oyunlarla mutlu, ayr\u0131mc\u0131l\u0131k, d\u0131\u015flanma ile mutsuz oldu\u011fu bir yer oldu\u011funu, ailelerinin okula gitmelerini istediklerini ve okullarda d\u0131\u015fland\u0131klar\u0131 i\u00e7in yaln\u0131z kalmay\u0131 tercih ettiklerini belirttiler. Bizler a\u00e7t\u0131\u011f\u0131m\u0131z internet sayfalar\u0131nda bile k\u00f6t\u00fc s\u00f6zle kar\u015f\u0131 kar\u015f\u0131ya kald\u0131k ve cevap b\u00f6l\u00fcm\u00fcn\u00fc kapatt\u0131k. D\u00fc\u015f\u00fcn\u00fcn ki \u00a0\u00e7ocuklar\u0131n \u00fczerindeki psikolojik etkinin b\u00fcy\u00fckl\u00fc\u011f\u00fc ne d\u00fczeydedir?\u201d \u015feklinde konu\u015ftu.<\/p>\n<p>\u201cYasalar\u0131m\u0131z kapsay\u0131c\u0131 ancak pratiklerimiz ne yaz\u0131k ki \u00a0s\u0131k\u0131nt\u0131l\u0131\u201d<\/p>\n<p>\u00a0U\u00e7an S\u00fcp\u00fcrge \u00a0Kad\u0131n \u0130leti\u015fim ve Ara\u015ft\u0131rma Derne\u011fi \u201cT\u00fcrkiye\u2019nin Hedef B\u00f6lgelerinde Kad\u0131nlara Y\u00f6nelik \u015eiddetin Azalmas\u0131 \u0130\u00e7in Belirli Davran\u0131\u015f De\u011fi\u015fikliklerini Ama\u00e7layan Bir Stratejik \u0130leti\u015fim Program\u0131n\u0131n Geli\u015ftirilmesi ve Uygulanmas\u0131\u201d projesi final toplant\u0131s\u0131nda konu\u015fan E\u011e\u0130T\u0130M-SEN Mersin \u015eube Kad\u0131n Sekreteri Elif Ya\u015far ise, Anayasan\u0131n 10\u2019uncu maddesinde, e\u015fitlik ilkesi ve ayr\u0131mc\u0131l\u0131k yasa\u011f\u0131 ile herkesin hak ve h\u00fcrriyetlerden ayr\u0131m g\u00f6zetmeksizin yararlanman\u0131n g\u00fcvence alt\u0131na al\u0131nd\u0131\u011f\u0131n\u0131 belirtti. Ya\u015far, \u201cAyr\u0131mc\u0131l\u0131k yasa\u011f\u0131na kar\u015f\u0131 m\u00fccadele, gerek T\u00fcrkiye\u2019nin taraf oldu\u011fu temel insan haklar\u0131 s\u00f6zle\u015fmelerinde gerekse Avrupa Birli\u011fi (AB) protokollerine \u00a0uyum \u00e7er\u00e7evesinde ele al\u0131nmaktad\u0131r. Ayr\u0131mc\u0131l\u0131\u011f\u0131n konusu \u201chukuken tan\u0131nm\u0131\u015f hak ve h\u00fcrriyetlerden yararlanma\u201d olarak belirlenirken, ayr\u0131mc\u0131l\u0131\u011f\u0131n temelleri de \u201ccinsiyet, \u0131rk, renk, dil, din, inan\u00e7, felsefi ve siyasi g\u00f6r\u00fc\u015f, etnik k\u00f6ken, servet, do\u011fum, medeni hal, sa\u011fl\u0131k durumu, engellilik, ya\u015f\u201d \u015feklinde d\u00fczenlenmekte, b\u00f6ylece hak ve h\u00fcrriyetlerden yararlanmay\u0131, sa\u011flayan temellere dayal\u0131 bir davran\u0131\u015f ve uygulama ile hukuka ayk\u0131r\u0131 \u015fekilde engellemenin ayr\u0131mc\u0131l\u0131k olu\u015fturaca\u011f\u0131 h\u00fckme ba\u011flanmaktad\u0131r. Yasalar\u0131m\u0131z kapsay\u0131c\u0131 ancak pratiklerimiz ne yaz\u0131k ki \u00a0s\u0131k\u0131nt\u0131l\u0131. E\u011fitim sen olarak \u00a0e\u011fitim ve \u00f6\u011fretimde e\u015fitlik ve ayr\u0131mc\u0131l\u0131k konusunda herkese e\u015fit ve paras\u0131z e\u011fitim ilkesi ve kamusal e\u011fitim anlay\u0131\u015f\u0131n\u0131 savunuyoruz. \u00d6\u011frencilerini kay\u0131t yapt\u0131ran velilerden istenen paralar u\u00e7uk fiyatlarda. Aile birli\u011fine ba\u011f\u0131\u015f olarak istenen bu paralar kimi zaman \u00f6\u011fretmen se\u00e7imine kadar gidebiliyor. Fiyatlar \u00f6\u011fretmene g\u00f6re de\u011fi\u015fiyor.<br \/>\nT\u00fcrkiye\u2019de \u00e7e\u015fitli nedenlerle e\u011fitime eri\u015fimde, k\u0131z \u00e7ocuklar\u0131, m\u00fclteci \u00e7ocuklar, ana dili T\u00fcrk\u00e7e olmayan \u00e7ocuklar, engelli \u00e7ocuklar ve ge\u00e7ici koruma alt\u0131ndaki \u00e7ocuklar\u0131n dezavantajlar\u0131 g\u00fcnden g\u00fcne artarak devam ederken \u00a0b\u00f6lgesel, cinsel, s\u0131n\u0131fsal vb. e\u015fitsizlikler, anadilinde e\u011fitim gibi en temel sorunlar \u00a0\u00e7\u00f6z\u00fclmeden e\u011fitimde e\u015fitlik ve ayr\u0131mc\u0131l\u0131k engellenemez.\u201d diye konu\u015ftu.<\/p>\n<p>\u201cE\u015fitsizlikler do\u011fadan de\u011fil, toplumdan kaynakl\u0131d\u0131r\u201d<\/p>\n<p>Toplumsal ya\u015fam\u0131n her alan\u0131nda g\u00f6r\u00fclen cinsiyet\u00e7ilik ve cinsiyet\u00e7i uygulamalar\u0131n en yo\u011fun g\u00f6r\u00fcld\u00fc\u011f\u00fc alanlar\u0131n ba\u015f\u0131nda e\u011fitim geldi\u011fini s\u00f6yleyen Ya\u015far, \u201cCinsiyet\u00e7i ve cins ayr\u0131mc\u0131 uygulamalar okullarda etkili \u015fekilde \u00fcretilmeye devam etmekte, geleneksel cinsiyet rolleri aile, okul, hukuk, ahlak, din ve medya taraf\u0131ndan sistemli bir \u015fekilde \u00e7ocuklara aktar\u0131lmaya \u00e7al\u0131\u015f\u0131lmaktad\u0131r. Bu durum \u00fclkemizde giderek artan kad\u0131na y\u00f6nelik \u015fiddetin en temel nedenlerinden birisidir. \u00a0Cinsiyet e\u015fitsizli\u011finin do\u011furdu\u011fu bu sorunlar Toplumsal cinsiyet e\u015fitli\u011fi e\u011fitimiyle \u00f6nlenebilir. \u00a0Toplumsal cinsiyet e\u015fitli\u011fi ortaya \u00e7\u0131k\u0131\u015f\u0131 bak\u0131m\u0131ndan erkeklerle kad\u0131nlar\u0131n \u00a0 kamusal ve \u00f6zel ya\u015fam\u0131n t\u00fcm alanlar\u0131na e\u015fit \u00f6l\u00e7\u00fcde yetkinle\u015ftirilmi\u015f \u015fekilde, e\u015fit kat\u0131l\u0131mlar\u0131 anlam\u0131na gelir.
