T\u00fcrkiye bu anlay\u0131\u015fla \u00a06701 say\u0131l\u0131 kanunla T\u00fcrkiye \u0130nsan Haklar\u0131 ve E\u015fitlik Kurumu\u2019nu kurmu\u015ftur. Ayr\u0131mc\u0131l\u0131\u011f\u0131n konusu \u201chukuken tan\u0131nm\u0131\u015f hak ve h\u00fcrriyetlerden yararlanma\u201d olarak belirlenirken, ayr\u0131mc\u0131l\u0131\u011f\u0131n temelleri de \u201ccinsiyet, \u0131rk, renk, dil, din, inan\u00e7, felsefi ve siyasi g\u00f6r\u00fc\u015f, etnik k\u00f6ken, servet, do\u011fum, medeni hal, sa\u011fl\u0131k durumu, engellilik, ya\u015f\u201d \u015feklinde d\u00fczenlenmekte, b\u00f6ylece hak ve h\u00fcrriyetlerden yararlanmay\u0131, say\u0131lan temellere dayal\u0131 bir davran\u0131\u015f ve uygulama ile hukuka ayk\u0131r\u0131 \u015fekilde engellemenin ayr\u0131mc\u0131l\u0131k olu\u015fturaca\u011f\u0131 h\u00fckme ba\u011flanmaktad\u0131r.\u201d diye konu\u015ftu.<\/p>\n<p>\u201cKamu Kurum ve Kurulu\u015flar\u0131, Ger\u00e7ek ve T\u00fczel Ki\u015filer de Ayr\u0131mc\u0131l\u0131k Yapamaz\u201d<\/p>\n<p>Toplant\u0131 s\u0131ras\u0131nda e\u011fitim ve kamu kurulu\u015flar\u0131n\u0131n ya\u015fatt\u0131\u011f\u0131 zorluklara kar\u015f\u0131 yabanc\u0131 uyruklu vatanda\u015flara a\u00e7\u0131klamalar yapan E\u011fitim Sen Mersin Kad\u0131n Sekreteri Elif Ya\u015far, \u201cAyr\u0131mc\u0131l\u0131k yasa\u011f\u0131n\u0131n kapsam\u0131na e\u011fitim ve \u00f6\u011fretim, yarg\u0131, kolluk, sa\u011fl\u0131k, ula\u015f\u0131m, ileti\u015fim, sosyal g\u00fcvenlik, sosyal hizmetler, sosyal yard\u0131m, spor, konaklama, k\u00fclt\u00fcr, turizm ve benzeri hizmetleri sunan, kamu kurum ve kurulu\u015flar\u0131, kamu kurumu niteli\u011findeki meslek kurulu\u015flar\u0131, ger\u00e7ek ki\u015filer ve \u00f6zel hukuk t\u00fczel ki\u015fileri girmektedir. Bu hizmetleri sunanlar y\u00fcr\u00fctt\u00fckleri faaliyetler bak\u0131m\u0131ndan bu hizmetlerden yararlanmakta olan veya yararlanmak \u00fczere ba\u015fvurmu\u015f olan ya da bu hizmetler hakk\u0131nda bilgi almak isteyen ki\u015fi aleyhine ayr\u0131mc\u0131l\u0131k yapamazlar. Bu h\u00fck\u00fcm kamuya a\u00e7\u0131k hizmetlerin sunuldu\u011fu alanlar ve binalara eri\u015fimi de kapsamaktad\u0131r.\u201d diyerek vatanda\u015flara hak ve \u00f6zg\u00fcrl\u00fcklerini hat\u0131rlatt\u0131.<\/p>\n<p>\u201cYasalar\u0131m\u0131z Kapsay\u0131c\u0131 Ancak Pratiklerimiz Ne Yaz\u0131k Ki \u00a0S\u0131k\u0131nt\u0131l\u0131!\u201d<\/p>\n<p>E\u011fitim Sen olarak e\u011fitim ve \u00f6\u011fretimde e\u015fitlik ve ayr\u0131mc\u0131l\u0131k konusunda herkese e\u015fit ve paras\u0131z e\u011fitim ilkesi ve kamusal e\u011fitim anlay\u0131\u015f\u0131n\u0131 savunduklar\u0131n\u0131 belirten Ya\u015far, \u201cHerkese e\u015fit ve paras\u0131z e\u011fitim ilkesi ve kamusal e\u011fitim anlay\u0131\u015f\u0131 terk edilerek benimsenen piyasac\u0131 e\u011fitim politikalar\u0131, e\u011fitim hizmetinin bedelinin hizmetten yararlananlar taraf\u0131ndan \u00f6denmesini, \u00f6\u011frenci ve velilerin \u2018m\u00fc\u015fteri\u2019 haline getirilmesini hedefleyerek toplumdaki s\u0131n\u0131f farkl\u0131l\u0131klar\u0131n\u0131 daha da belirgin hale getirmi\u015f, e\u011fitimde e\u015fitlik anlay\u0131\u015f\u0131nda derin u\u00e7urumlar olu\u015fturmu\u015ftur. 4+4+4 \u00a0e\u011fitim sistemiyle bir devlet politikas\u0131 olarak \u00a0a\u00e7\u0131k ilkokul, orta\u00f6\u011fretim uygulamalar\u0131 yayg\u0131nla\u015ft\u0131r\u0131lm\u0131\u015ft\u0131r. D\u00fcnya genelinde istisnai bir durum olarak \u201cengelli \u00f6\u011frenciler, \u00f6rg\u00fcn e\u011fitime kat\u0131lma imk\u00e2n\u0131 olmayanlar i\u00e7in uygulanan a\u00e7\u0131ktan e\u011fitimin yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131 k\u0131z \u00e7ocuklar\u0131n\u0131n ve imkan\u0131 olmayan \u00e7ocuklar\u0131n e\u011fitimde f\u0131rsat e\u015fitli\u011finden yararlanmas\u0131n\u0131n \u00f6n\u00fcne ge\u00e7mi\u015ftir.\u201d diye konu\u015ftu.<\/p>\n<p>\u201cEngelli Vatanda\u015flar da Ayr\u0131mc\u0131l\u0131kla Kar\u015f\u0131 Kar\u015f\u0131ya\u201d<\/p>\n<p>Vatanda\u015flar\u0131n sosyal hayatta bir\u00e7ok \u00a0ayr\u0131mc\u0131l\u0131kla kar\u015f\u0131 kar\u015f\u0131ya kald\u0131\u011f\u0131na de\u011finen Ya\u015far, \u201cEngelli bireyler i\u015f bulabilmede, sa\u011fl\u0131k kurumlar\u0131nda, ula\u015f\u0131mda vb. g\u00fcndelik ya\u015fam\u0131n di\u011fer t\u00fcm alanlar\u0131nda oldu\u011fu gibi e\u011fitim alan\u0131nda da engellili\u011fe dayal\u0131 farkl\u0131l\u0131klar\u0131 dolay\u0131s\u0131yla ayr\u0131mc\u0131l\u0131kla kar\u015f\u0131la\u015fmaktad\u0131r. Toplumun \u00f6nemli bir b\u00f6l\u00fcm\u00fc e\u011fitim sisteminden d\u0131\u015flanmakta, yaln\u0131zla\u015ft\u0131r\u0131lmaktad\u0131r.\u201d \u015feklinde konu\u015ftu.<\/p>\n<p>\u201cEn Temel Sorunlar \u00a0\u00c7\u00f6z\u00fclmeden E\u011fitimde E\u015fitlik ve Ayr\u0131mc\u0131l\u0131k Engellenemez\u201d<\/p>\n<p>E\u011fitim Sen Mersin Kad\u0131n Sekreteri Ya\u015far, \u201cT\u00fcrkiye\u2019de \u00e7e\u015fitli nedenlerle e\u011fitime eri\u015fimde, k\u0131z \u00e7ocuklar\u0131, m\u00fclteci \u00e7ocuklar, anadili T\u00fcrk\u00e7e olmayan \u00e7ocuklar, engelli \u00e7ocuklar ve ge\u00e7ici koruma alt\u0131ndaki \u00e7ocuklar\u0131n dezavantajlar\u0131 g\u00fcnden g\u00fcne artarak devam ederken \u00a0b\u00f6lgesel, cinsel, s\u0131n\u0131fsal vb. e\u015fitsizlikler, anadilinde e\u011fitim gibi en temel sorunlar \u00a0\u00e7\u00f6z\u00fclmeden e\u011fitimde e\u015fitlik ve ayr\u0131mc\u0131l\u0131k engellenemez.\u201c diye konu\u015ftu.<\/p>\n<p>\u201cE\u015fitsizlikler do\u011fadan de\u011fil, toplumdan kaynakl\u0131d\u0131r\u201d<\/p>\n<p>Toplumsal ya\u015fam\u0131n her alan\u0131nda g\u00f6r\u00fclen cinsiyet\u00e7ilik ve cinsiyet\u00e7i uygulamalar\u0131n en yo\u011fun g\u00f6r\u00fcld\u00fc\u011f\u00fc alanlar\u0131n ba\u015f\u0131nda e\u011fitim geldi\u011fini belirten Ya\u015far, \u201cCinsiyet\u00e7i ve cins ayr\u0131mc\u0131 uygulamalar okullarda etkili \u015fekilde \u00fcretilmeye devam etmekte, geleneksel cinsiyet rolleri aile, okul, hukuk, ahlak, din ve medya taraf\u0131ndan sistemli bir \u015fekilde \u00e7ocuklara aktar\u0131lmaya \u00e7al\u0131\u015f\u0131lmaktad\u0131r. Bu durum \u00fclkemizde giderek artan kad\u0131na y\u00f6nelik \u015fiddetin en temel nedenlerinden birisidir. \u00a0Cinsiyet e\u015fitsizli\u011finin do\u011furdu\u011fu bu sorunlar Toplumsal cinsiyet e\u015fitli\u011fi e\u011fitimiyle \u00f6nlenebilir. \u00a0Toplumsal cinsiyet e\u015fitli\u011fi ortaya \u00e7\u0131k\u0131\u015f\u0131 bak\u0131m\u0131ndan erkeklerle kad\u0131nlar\u0131n \u00a0 kamusal ve \u00f6zel ya\u015fam\u0131n t\u00fcm alanlar\u0131na e\u015fit \u00f6l\u00e7\u00fcde yetkinle\u015ftirilmi\u015f \u015fekilde, e\u015fit kat\u0131l\u0131mlar\u0131 anlam\u0131na gelir. E\u015fitsizlikler do\u011fadan de\u011fil, toplumdan kaynakl\u0131d\u0131r.\u201d diyerek sistem \u00fczerinden ele\u015ftiride bulundu.<\/p>\n<p>\u201cHukuksal S\u00fcreci Ba\u015flatt\u0131k, Davan\u0131n Takip\u00e7isiyiz.\u201d<\/p>\n<p>U\u00e7an S\u00fcp\u00fcrge \u00a0Kad\u0131n \u0130leti\u015fim ve Ara\u015ft\u0131rma Derne\u011fi &#8216;nin \u00a0\u201cT\u00fcrkiye\u2019nin Hedef B\u00f6lgelerinde Kad\u0131nlara Y\u00f6nelik \u015eiddetin Azalmas\u0131 \u0130\u00e7in Belirli Davran\u0131\u015f De\u011fi\u015fikliklerini Ama\u00e7layan Bir Stratejik \u0130leti\u015fim Program\u0131n\u0131n Geli\u015ftirilmesi ve Uygulanmas\u0131\u201d projesi final toplant\u0131s\u0131nda konu\u015fmas\u0131n\u0131 s\u00fcrd\u00fcren Ya\u015far, \u201cT\u00fcrkiye, 1985 y\u0131l\u0131nda \u201cKad\u0131na Kar\u015f\u0131 Her T\u00fcrl\u00fc Ayr\u0131mc\u0131l\u0131\u011f\u0131n Ortadan Kald\u0131r\u0131lmas\u0131 S\u00f6zle\u015fmesi\u201d (CEDAW) ve 2011 y\u0131l\u0131nda da \u201c\u0130stanbul S\u00f6zle\u015fmesi Kad\u0131na Kar\u015f\u0131 \u015eiddetin ve Aile \u0130\u00e7i \u015eiddetin \u00d6nlenmesi ve Avrupa Konseyi S\u00f6zle\u015fmesi\u2019ni\u201d imzalam\u0131\u015f ve MEB ve Y\u00d6K arac\u0131l\u0131\u011f\u0131yla toplumsal cinsiyet e\u015fitli\u011fi konusunda kimi ad\u0131mlar atm\u0131\u015f. Milli E\u011fitim Bakanl\u0131\u011f\u0131 Orta\u00f6\u011fretim Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc taraf\u0131ndan koordine edilen \u2018E\u011fitimde Toplumsal Cinsiyet E\u015fitli\u011finin Geli\u015ftirilmesi Projesi\u2019 (ETCEP), \u2018Yeniden yazmaya var m\u0131s\u0131n?\u2019 slogan\u0131yla yola \u00e7\u0131k\u0131larak 2014 y\u0131l\u0131nda ba\u015flat\u0131lm\u0131\u015f, MEB taraf\u0131ndan 162 okulda e\u011fitim emek\u00e7ilerine verilen e\u011fitim s\u00fcreci tamamlanm\u0131\u015ft\u0131r. Uygulama a\u015famas\u0131na ge\u00e7ilecek proje, Bakan Ziya Sel\u00e7uk taraf\u0131ndan bir televizyon program\u0131nda \u2018Toplumsal cinsiyete duyarl\u0131 okul projesini hayata ge\u00e7irece\u011fiz.\u2019 a\u00e7\u0131klamas\u0131ndan sadece iki g\u00fcn sonra 10 Eyl\u00fcl 2019 \u2018da vesayet mekanizmalar\u0131n\u0131n devreye girmesiyle iptal edildi. Toplumsal cinsiyet e\u015fitli\u011fi e\u011fitiminden vazge\u00e7ildi. MEB\u2019in yasa\u011f\u0131ndan hemen sonra, Y\u00d6K Ba\u015fkan\u0131 toplumsal cinsiyet kavram\u0131n\u0131n T\u00fcrkiye\u2019nin toplumsal de\u011ferleri ve kabulleriyle m\u00fctenasip olmad\u0131\u011f\u0131n\u0131 savundu. Y\u00d6K t\u00fcm \u00fcniversite rekt\u00f6rlerine g\u00f6nderilen toplumsal cinsiyet e\u015fitli\u011fi tutum belgesini web sayfas\u0131ndan kald\u0131rd\u0131. Toplumsal Cinsiyet e\u015fitli\u011fi e\u011fitiminin okullar arac\u0131l\u0131\u011f\u0131yla yarataca\u011f\u0131 de\u011fi\u015fimin \u00f6nemi ve gereklili\u011fiyle \u00a0 E\u011fitim sen olarak gerekli hukuksal s\u00fcreci ba\u015flatt\u0131k, davan\u0131n takip\u00e7isiyiz.\u201d dedi.<\/p>\n<p>\u201cE\u011fitim Programlar\u0131 G\u00f6zden Ge\u00e7irilmeli\u201d<\/p>\n<p>T\u00fcrkiye\u2019de e\u011fitimde ayr\u0131mc\u0131l\u0131kla m\u00fccadeleye \u00e7ok \u00f6nemli iki ana tema: \u201cdin ve e\u011fitim\u201d \u00a0ile \u00a0\u201ce\u011fitimde toplumsal cinsiyet e\u015fitli\u011fi\u201d alt\u0131nda bakmak sorunu g\u00f6rmek ve \u00e7\u00f6z\u00fcmler \u00fcretmek a\u00e7\u0131s\u0131ndan yararl\u0131 olaca\u011f\u0131n\u0131 belirten E\u011fitim Sen Mersin Kad\u0131n Sekreteri Elif Ya\u015far, \u201cE\u011fitim programlar\u0131 g\u00f6zden ge\u00e7irilmeli. Mevcut \u00f6\u011fretim programlar\u0131n\u0131n \u00e7o\u011fulcu, demokratik ve t\u00fcm kimliklere e\u015fit yakla\u015fan bir i\u00e7eri\u011fe sahip olmal\u0131, insan haklar\u0131 e\u011fitiminin anaokulundan itibaren verilmeli ve e\u011fitim materyallerinde \u0131rk\u00e7\u0131 i\u00e7erik olmamal\u0131 ve i\u00e7eriklerin toplumun \u00e7e\u015fitlili\u011fini ve \u00e7o\u011fulculu\u011funu yans\u0131tacak \u015fekilde g\u00fcncellenmeli. M\u00fcfredat \u00a0T\u00fcrkiye\u2019de mevcut t\u00fcm farkl\u0131 kimliklerin varl\u0131\u011f\u0131, tarihi ve k\u00fclt\u00fcrleri hakk\u0131nda bilgi i\u00e7erecek \u015fekilde yeniden geli\u015ftirilmeli. Okullarda yaln\u0131zca bir din veya inanca ya da etnik kimli\u011fe ili\u015fkin kutlama ve anma gibi etkinliklerin d\u00fczenlenmemeli ve ders kitaplar\u0131 T\u00fcrkiye\u2019deki toplumsal \u00e7e\u015fitlili\u011fi yans\u0131tacak bir i\u00e7eri\u011fe sahip olmalar\u0131 i\u00e7in g\u00f6zden ge\u00e7irilmeli, baz\u0131 gruplara kar\u015f\u0131 \u00f6nyarg\u0131 ve kal\u0131p yarg\u0131 olu\u015fturan ve baz\u0131 gruplar\u0131 zararl\u0131 g\u00f6steren ifadeler \u00e7\u0131kar\u0131lmal\u0131. T\u00fcrkiye halklar\u0131 taraf\u0131ndan konu\u015fulan b\u00fct\u00fcn diller m\u00fcfredata se\u00e7meli ders olarak al\u0131nmal\u0131.
