Bu art\u0131\u015fa ba\u011fl\u0131 olarak hava kirlili\u011fi sonucu ortaya \u00e7\u0131kan problemler ortaya \u00e7\u0131kt\u0131\u011f\u0131 g\u00f6r\u00fclmektedir.&#8221; dedi.<\/p>\n<p>&#8220;Mersin\u2019de 1 Y\u0131ld\u0131r Hava \u00d6l\u00e7\u00fcmleri Yap\u0131lmamaktad\u0131r!\u201d<\/p>\n<p>\u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131 hava izleme veri taban\u0131na bak\u0131ld\u0131\u011f\u0131n da T\u00fcrkiye\u2019de 81 il i\u00e7erisinde sadece 5 il de hava kalitesi konsantrasyon \u00f6l\u00e7\u00fcmlerinin yap\u0131lmad\u0131\u011f\u0131n\u0131n g\u00f6r\u00fclmekte oldu\u011funu vurgulayan Can, &#8220;Hava kirlili\u011fi \u00f6l\u00e7\u00fcmlerinin yap\u0131lmad\u0131\u011f\u0131 iller U\u015fak, Batman, \u015eanl\u0131urfa, Osmaniye ve Mersin kentleridir. Gerek n\u00fcfus yo\u011funlu\u011fu itibariyle gerekse \u00f6nemli hava kirletici kaynaklara sahip bir kent olan Mersinin son bir y\u0131ld\u0131r hava kirlili\u011fi verilerine sahip olmamas\u0131 T\u00fcrkiye\u2019de \u00f6l\u00e7\u00fcm yap\u0131lmayan kentle aras\u0131nda yer almas\u0131 Mersin i\u00e7in son derece eksik ve irdelenmesi gereken bir noktad\u0131r.\u00a0 2019 y\u0131l\u0131 i\u00e7erisinde 83 g\u00fcn PM10 de\u011feri, 44 g\u00fcn k\u00fck\u00fcrtdioksit\u00a0 \u00a0\u00f6l\u00e7\u00fcmlerinin yap\u0131ld\u0131\u011f\u0131 g\u00f6r\u00fclm\u00fc\u015ft\u00fcr. Fakat, ge\u00e7mi\u015f y\u0131llarda da oldu\u011fu gibi azot oksitler, partik\u00fcl madde ve karbonmonoksit de\u011ferlerinin \u00f6l\u00e7\u00fclmedi\u011fi bilinmektedir.\u00a0 Buna g\u00f6re, 2019 y\u0131l\u0131 i\u00e7erisinde son \u00f6l\u00e7\u00fcm tarihi nisan ay\u0131 ilk haftas\u0131 olarak g\u00f6r\u00fclmekte y\u0131l\u0131n son g\u00fcn\u00fcne kadar hava kirletici konsantrasyon \u00f6l\u00e7\u00fcmlerinin yap\u0131lmad\u0131\u011f\u0131 g\u00f6r\u00fclm\u00fc\u015ft\u00fcr. Hali haz\u0131rda 2020 y\u0131l\u0131 i\u00e7erisinde hi\u00e7bir \u00f6l\u00e7\u00fcm ger\u00e7ekle\u015ftirilmemi\u015ftir.&#8221; diye konu\u015ftu.<\/p>\n<p>\u201cMersin\u2019de partik\u00fcl madde s\u0131n\u0131r de\u011feri \u00f6l\u00e7\u00fclmemektedir!\u201d<\/p>\n<p>Hava kirlili\u011fine a\u00e7\u0131s\u0131ndan, \u00e7ap\u0131 2,5 mikrona e\u015fit ya da daha k\u00fc\u00e7\u00fck olan maddelere partik\u00fcl madde 2,5 denilmekte oldu\u011funa vurgu yapan Ba\u015fkan Can, &#8220;Partik\u00fcl madde, a\u011f\u0131rl\u0131kl\u0131 olarak fosil yak\u0131tlar\u0131n kullan\u0131m\u0131 sonucu a\u00e7\u0131\u011fa \u00e7\u0131kmakta ve canl\u0131larda \u00e7ok ciddi kalp, damar, solunum, dola\u015f\u0131m sistemi problemlerine neden olmakta ve maruz kal\u0131nd\u0131\u011f\u0131 seviyeye ba\u011fl\u0131 olarak da \u00f6l\u00fcmlere yol a\u00e7abilmektedir. Bu a\u00e7\u0131dan bak\u0131ld\u0131\u011f\u0131nda part\u00fck\u00fcl madde deri\u015fim analizinin yap\u0131lmas\u0131 gerekmektedir. Mersin ilimizde partik\u00fcl madde limit de\u011fer \u00f6l\u00e7\u00fcm\u00fc yapacak istasyon yer almamaktad\u0131r. Bu durum kentimiz i\u00e7in \u00e7evre y\u00f6netimi \u00e7er\u00e7evesinde en kritik eksikliklerden birisidir. \u00c7\u00fcnk\u00fc, partik\u00fcl madde \u00f6l\u00e7\u00fcm\u00fc yap\u0131lamad\u0131\u011f\u0131ndan dolay\u0131, ilimizde hava kirlili\u011fi sonucu ortaya \u00e7\u0131kan \u00e7evre, sa\u011fl\u0131k ve can kay\u0131plar\u0131 gibi problemlerin tespiti ve de\u011ferlendirilmesi ger\u00e7ekle\u015ftirilememektedir.&#8221; ifadelerini kulland\u0131.<br \/>\n\u00a0<br \/>\n\u201c2019 Y\u0131l\u0131nda Mersin\u2019de 83 G\u00fcn PM10 S\u0131n\u0131r De\u011feri \u00d6l\u00e7\u00fcmleri Ger\u00e7ekle\u015ftirilmi\u015ftir\u201d<\/p>\n<p>\u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131 Ulusal Hava \u0130zleme Merkezi&#8217;nden al\u0131nan verilere g\u00f6re 2019 y\u0131l\u0131nda Mersin\u2019de sadece 83 g\u00fcn PM10 hava kirlili\u011fi \u00f6l\u00e7\u00fcmlerinin ger\u00e7ekle\u015fti\u011fi 365 g\u00fcn olan y\u0131ll\u0131k dilimde sadece 83 g\u00fcn \u00f6l\u00e7\u00fcm yap\u0131lmas\u0131n\u0131n kent i\u00e7in b\u00fcy\u00fck eksiklik oldu\u011fu vurguland\u0131.<br \/>\nCan, &#8220;2019 y\u0131l\u0131 i\u00e7in bu 83 g\u00fcnl\u00fck \u00f6l\u00e7\u00fcmler baz al\u0131nd\u0131\u011f\u0131nda, sadece 8 g\u00fcn\u00fcn hava kirlili\u011fi ulusal mevzuatlarda yer alan s\u0131n\u0131r de\u011ferlerinin alt\u0131nda yer ald\u0131\u011f\u0131 g\u00f6r\u00fclm\u00fc\u015ft\u00fcr.&#8221; dedi<\/p>\n<p>\u201cK\u00fck\u00fcrtdioksit (SO2) \u00d6l\u00e7\u00fcm Sonu\u00e7lar\u0131\u201d<\/p>\n<p>Hava kirlili\u011fine dair a\u00e7\u0131klamalarda bulunan Can, &#8220;Ulusal Mevzuat\u0131m\u0131za g\u00f6re; g\u00fcnl\u00fck k\u00fck\u00fcrtdioksit verilerinde limit de\u011ferinin a\u015f\u0131lmas\u0131 bir y\u0131lda 3 defadan fazla olmamal\u0131d\u0131r. 24 Saatlik k\u00fck\u00fcrtdioksit\u00a0 verilerine g\u00f6re konsantrasyon de\u011ferlerine bakt\u0131\u011f\u0131m\u0131z zaman Mersin ilinde \u00f6l\u00e7\u00fcm yap\u0131lan g\u00fcn say\u0131s\u0131 44 olarak belirtilmekte ancak kirli hava g\u00fcn say\u0131s\u0131na rastlanmam\u0131\u015ft\u0131r. Azotdioksitin hava kalitesine etkisi birka\u00e7 \u015fekilde ortaya \u00e7\u0131kabilir. Mersin ilimizde ge\u00e7en y\u0131llar oldu\u011fu gibi azotdioksit \u00f6l\u00e7\u00fcm\u00fc ger\u00e7ekle\u015ftirilmemi\u015ftir. Halk sa\u011fl\u0131\u011f\u0131 ve \u00e7evre sa\u011fl\u0131\u011f\u0131n\u0131 \u00f6nemli derecede etkileyebilecek \u00f6l\u00e7\u00fcm\u00fcn ger\u00e7ekle\u015ftirilmemesi \u00f6nemli problemler aras\u0131nda yerini korumaktad\u0131r. Benzer \u015fekilde Mersin ilinde azotoksitlerin, karbon monooksit ve \u0131-ozon konsantrasyon de\u011ferleri de \u00f6l\u00e7\u00fclmemektedir.&#8221; diye konu\u015ftu.<\/p>\n<p>\n&#8220;\u00c7evre Y\u00f6netimi Ba\u011flam\u0131nda yenilenebilir temiz enerji \u00fcretiminin daha da artt\u0131r\u0131lmas\u0131 gerekmektedir&#8221;<\/p>\n<p>\u00c7MO Mersin \u015eube Ba\u015fkan\u0131 Sinan Can ayr\u0131ca hava kirlili\u011fini azaltma ve kontrol y\u00f6ntemleri olarak, \u201c\u00c7evre Y\u00f6netimi ve Kentsel Planlama Yakla\u015f\u0131mlar\u0131 Ba\u011flam\u0131nda\u00a0 olmak \u00fczere mesleki olarak talep ve \u00f6nerilerimiz iki ana ba\u015fl\u0131k alt\u0131nda s\u0131ralanm\u0131\u015ft\u0131r. \u00c7evre Y\u00f6netimi Ba\u011flam\u0131nda, end\u00fcstriler i\u00e7in baca gaz\u0131n\u0131n azalt\u0131lmas\u0131 i\u00e7in temiz teknolojilerin kullan\u0131lmas\u0131, kentsel ve zirai at\u0131klar\u0131n kontrol\u00fcn\u00fcn sa\u011flanmas\u0131, at\u0131k alanlar\u0131nda olu\u015facak metan gaz\u0131 sal\u0131n\u0131m\u0131n\u0131n toplanmas\u0131 ve yak\u0131larak enerji elde edilmesi, enerji i\u00e7in yemek yap\u0131m\u0131, \u0131s\u0131nma ve \u0131\u015f\u0131kland\u0131rma gibi evlerde kullan\u0131lan enerjinin temiz enerji olmas\u0131n\u0131n desteklenmesi, yenilenebilir temiz enerji \u00fcretiminin daha da artt\u0131r\u0131lmas\u0131 ve yeni termik santrallere izin verilmemesi, ula\u015f\u0131m i\u00e7in toplu ta\u015f\u0131man\u0131n kullan\u0131m\u0131n\u0131n art\u0131r\u0131lmas\u0131, h\u0131zl\u0131, konforlu, ucuz ula\u015f\u0131m\u0131n desteklenmesi, kirletici vasf\u0131 y\u00fcksek ya\u015fl\u0131 ara\u00e7lar\u0131n trafikten \u00e7ekilmelerinin sa\u011flanmas\u0131 gerekmektedir.\u00a0 Az sal\u0131m yapan ara\u00e7lar\u0131n kullan\u0131m\u0131n\u0131n desteklenmesi, benzindeki s\u00fclf\u00fcr i\u00e7eri\u011finin azalt\u0131lmas\u0131n\u0131n sa\u011flanmas\u0131, at\u0131k y\u00f6netimi i\u00e7in at\u0131klar\u0131n azalt\u0131lmas\u0131n\u0131n desteklenmesi, at\u0131k ayr\u0131\u015ft\u0131rma, geri d\u00f6n\u00fc\u015f\u00fcm ve geri kazan\u0131m\u0131n yap\u0131lmas\u0131n\u0131n sa\u011flanmas\u0131, at\u0131klardan enerji \u00fcretiminin yap\u0131lmas\u0131 veya enerji \u00fcretilemeyen zamanlarda sal\u0131n\u0131mlar\u0131n kontrol\u00fcn\u00fcn sa\u011flanmas\u0131, evlerde \u0131s\u0131nma ama\u00e7l\u0131 kullan\u0131lan k\u00f6m\u00fcrlerin \u00c7evre ve \u015eehircilik \u0130l M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019nce kontrol edilmesi sa\u011flanmal\u0131d\u0131r. Kentle ilgili t\u00fcm verilerin yer ald\u0131\u011f\u0131 Co\u011frafi Bilgi Sisteminin (CBS) olu\u015fturulmas\u0131 son derece ihtiya\u00e7 olup bu CBS sisteminin Hava Kirlili\u011fi verileri kullan\u0131larak modellenmesi sa\u011flanmal\u0131, yeni geli\u015fme alanlar\u0131n\u0131n kirlilikten korunmas\u0131n\u0131 sa\u011flamak ve var olan yerle\u015fim alanlar\u0131nda kirliliklerinin ortadan kald\u0131r\u0131lmas\u0131 i\u00e7in y\u00fcksek d\u00fczeyde kirlilik olu\u015fturan arazi kullan\u0131mlar\u0131n\u0131n g\u00f6zden ge\u00e7irilmesi gereklidir.
