Bu \u015fartlar alt\u0131nda Polatl\u0131\u2019dan top sesleri gelirken, TBMM Bakan\u0131 Mustafa Kemal 15-21 Temmuz 1921 tarihlerinde Maarif Kongresini topluyor, gelece\u011fe y\u00f6nelik \u201chalk\u00e7\u0131l\u0131k\u201d ilkesi do\u011frultusunda yeni bir ulusun in\u015faas\u0131 i\u00e7in\u00a0 kararlar al\u0131yordu. \u0130\u015fgalden kurtulup, 29 Ekim 1923\u2019de Cumhuriyet ilan edilince Gazi Mustafa Kemal ve arkada\u015flar\u0131, 3 Mart\u00a0 devrim yasalar\u0131 ile birikte e\u011fitim seferberli\u011fi ba\u015flatt\u0131lar. Harf devrimi, Millet Mektektepleri, Halk Evleri ve Odalar\u0131, \u00f6\u011fretmen Okullar\u0131n\u0131n say\u0131s\u0131n\u0131n art\u0131r\u0131lmas\u0131 gibi her y\u00f6nden halka ula\u015f\u0131lmaya, padi\u015fah\u0131n kullar\u0131ndan, yurtta\u015f yaratmak i\u00e7in her yol deneniyordu. Ancak y\u00fczy\u0131llar\u0131n ihmali sonucunda 1935\u2019e gelindi\u011finde 14 milyon n\u00fcfusun y\u00fczde 80\u2019i okuma yazma biliyordu. 40 bin k\u00f6yden sadece 5 bin k\u00f6yde okul vard\u0131. 2 milyon \u00f6\u011frenim \u00e7a\u011f\u0131ndaki \u00f6\u011frencinin d\u00f6rtte biri e\u011fitim olana\u011f\u0131ndan yararlanabilyordu. Bununda y\u00fczde 85\u2019i kentlerde idi.Yeni \u00e7areler aran\u0131yordu. \u00c7areyi gene Mustafa K. Atat\u00fcrk g\u00f6sterdi. Askerlik yapan Onba\u015f\u0131 ve \u00c7avu\u015flar alt\u0131 ay e\u011fitimden ge\u00e7irilip E\u011fitmen yap\u0131ld\u0131, ba\u015far\u0131l\u0131 olunca bunu K\u00f6y \u00d6\u011fretmen okullar\u0131 kurulmas\u0131 izledi. Bu \u00e7abalar\u0131n sonunda Hasan Ali Y\u00fccel gibi filozof bakan\u0131n g\u00f6reve gelmesiyle, 17 Nisan 1940\u2019da TBMM\u2019den 3803 tarihli \u201cK\u00f6y Enstit\u00fcleri ve K\u00f6ye Luzumlu\u00a0 Erbab Yeti\u015ftirlmesi Kanunu\u201d \u00e7\u0131kt\u0131. Ayrupa\u2019da fa\u015fizmin kol gezdi\u011fi, hitlerin ordular\u0131n\u0131n s\u0131n\u0131rlar\u0131m\u0131za dayand\u0131\u011f\u0131 ko\u015fullarda, 1943 y\u0131l\u0131na kadar 21 K\u00f6y Enstit\u00fcs\u00fc T\u00fcrkiye\u2019nin her yerinde her\u00a0 kar\u0131\u015f topra\u011f\u0131n\u0131, e\u011fitim a\u00e7\u0131s\u0131ndan\u00a0 kapsama alan\u0131na al\u0131nm\u0131\u015ft\u0131. K\u00f6y Enstit\u00fcleri mezunu \u00f6\u011fretmenler sadece \u00e7ocuklar\u0131 de\u011fil, hakl\u0131da e\u011fitecek donan\u0131mda(Hayvanc\u0131l\u0131k, Ar\u0131c\u0131l\u0131k, demircilik, Zirat\u00e7ilik temel bilgileri k\u00f6ylere g\u00f6nderiliyordu. \u00c7\u00fcnk\u00fc \u00f6\u011frenciler, \u201cyaparak, ya\u015fayarak, i\u015f i\u00e7inde \u00fcreterek\u201d yeti\u015ftiriliyordu. 27 Ocak 1954 de Demokrat Parti taraf\u0131ndan kapat\u0131larak \u0130lk \u00f6\u011fretmen okullar\u0131na d\u00f6n\u00fc\u015ft\u00fcr\u00fcld\u00fc\u011f\u00fcnde 14 y\u0131lda;<\/p>\n<p>K\u00f6y \u00e7ocuklar\u0131ndan, 1398,i kad\u0131n, 18838 \u00f6\u011fretmen, 39\u2019u kad\u0131n 8675 E\u011fitmen, 53\u2019\u00fc kad\u0131n 1797 sa\u011fl\u0131k memuru yeti\u015ftirilmi\u015fti.
