{"id":7540,"date":"2020-11-04T18:28:01","date_gmt":"2020-11-04T15:28:01","guid":{"rendered":"http:\/\/mersinekonomipolitikagazetesi.com\/?p=7540"},"modified":"2020-11-04T18:28:01","modified_gmt":"2020-11-04T15:28:01","slug":"ayni-kurumlarin-gorusleri-celiskili","status":"publish","type":"post","link":"https:\/\/mersinekonomipolitikagazetesi.com\/?p=7540","title":{"rendered":"&#8220;AYNI KURUMLARIN G\u00d6R\u00dc\u015eLER\u0130 \u00c7EL\u0130\u015eK\u0130L\u0130..!&#8221;"},"content":{"rendered":"<p>MTSO, MDTO VE MESBA\u015e NEDEN G\u00d6R\u00dc\u015e DE\u011e\u0130\u015eT\u0130RD\u0130..?<br \/>\n&#8211; Ask\u0131da olan plan revizyonuna itiraz\u0131n son tarihi 10 Temmuz 2020<br \/>\n&#8211; Mersin B\u00fcy\u00fck\u015fehir Belediyesi\u2019nin kurumsal olarak g\u00f6r\u00fc\u015f\u00fc olumsuz&#8230;<\/p>\n<p>Mersin \u0130l Koordinasyon Kurulu, CFS Petrokimya Sanayi Anonim \u015eirketi taraf\u0131ndan Mersin \u0130li, Akdeniz \u0130l\u00e7esi, Karaduvar Mahallesi\u2019nde, tesisedilmesi ve i\u015fletilmesi planlanan TEKFEN Polipropilen \u00dcretim Tesisi Yat\u0131r\u0131m\u0131 Projesi hakk\u0131nda g\u00f6r\u00fc\u015flerini bildirdi.<\/p>\n<p>Tekfen Polipropilen \u00dcretim Tesisi Yat\u0131r\u0131m\u0131 Projesine ait \u00c7ED Raporu&#8217;nun, \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131\u2019n\u0131n internet sitesinde yay\u0131nland\u0131\u011f\u0131 ve 10 Mart tarihinde onayland\u0131\u011f\u0131 hat\u0131rlat\u0131l\u0131rken proje hakk\u0131nda teknik bilgiler verildi.\u00a0<\/p>\n<p>2014 Y\u0131l\u0131ndan G\u00fcn\u00fcm\u00fcze Ne De\u011fi\u015fti?<\/p>\n<p>2014 y\u0131l\u0131nda bu konu ile ilgili olarak \u00a0Mersin Ticaret ve Sanayi Odas\u0131\u2019n\u0131n, 10479 ada \u00fczerinde muhtelif parsellerdeki ta\u015f\u0131nmazlar\u0131n sanayi ve depolama alan\u0131, g\u00fcn\u00fcbirlik turizm alan\u0131 ile park ve ye\u015fil alanlar olarak \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131\u2019nca i\u015flevlendirilmesine y\u00f6nelik 1\/25.000 \u00f6l\u00e7ekli naz\u0131m imar plan\u0131, 1\/5000 \u00f6l\u00e7ekli naz\u0131m imar plan\u0131, ve 1\/1000 \u00f6l\u00e7ekli uygulama imar plan de\u011fi\u015fikli\u011finin \u00f6ncelikle y\u00fcr\u00fctmesinin durdurulmas\u0131na, takiben iptaline karar verilmesine dair dava konusu oldu\u011fu ifade edilirken, dava s\u00fcrecine Mersin Serbest B\u00f6lgesi (MESBA\u015e) ve Deniz Ticaret Odas\u0131 da, davac\u0131 yan\u0131nda kat\u0131lma talebinde bulunmu\u015f ve davaya m\u00fcdahil olduklar\u0131 hat\u0131rlat\u0131ld\u0131.<br \/>\nKurul 2014 y\u0131l\u0131ndan bug\u00fcne dek gelen s\u00fcre\u00e7te g\u00f6r\u00fc\u015f farkl\u0131l\u0131klar\u0131 olu\u015ftu\u011funu vurgularken, &#8220;\u0130lgili dava konusunda; planda bu alan\u0131n serbest b\u00f6lgenin geli\u015fmesi amac\u0131yla \u2018Serbest B\u00f6lge Alan\u0131\u2019 olarak belirlenmesi gerekti\u011fi g\u00f6r\u00fc\u015f\u00fc olu\u015fturulmu\u015ftur. Bu alan\u0131n, daval\u0131 bakanl\u0131k\u00e7a \u00a01\/1000 \u00f6l\u00e7ekli uygulama imar plan\u0131 de\u011fi\u015fikli\u011finde \u201cSerbest B\u00f6lge Alan\u0131\u201d olarak de\u011fil de, b\u00fct\u00fcn b\u00f6lge i\u00e7in \u2018Sanayi ve Depolama Alan\u0131\u201d olarak kullan\u0131lmas\u0131 \u00f6ng\u00f6r\u00fclm\u00fc\u015ft\u00fcr. Davac\u0131 taraf\u00e7a, bu kullan\u0131m karar\u0131n\u0131n; plan b\u00fct\u00fcnl\u00fc\u011f\u00fcne, Serbest B\u00f6lge geli\u015fme planlar\u0131na, Konteyner Liman\u0131 ula\u015f\u0131m ihtiya\u00e7lar\u0131na, kullan\u0131mlar aras\u0131nda eri\u015fim ilkesine ayk\u0131r\u0131 oldu\u011fu savunulmu\u015ftur. Ayr\u0131ca davac\u0131 taraf\u00e7a; b\u00f6lgenin sanayile\u015fme nedeniyle ortaya \u00e7\u0131kan kirlilik, g\u00fcr\u00fclt\u00fc ve di\u011fer \u00e7evresel olumsuz etkiler nedeniyle turizm olanakl\u0131 olmad\u0131\u011f\u0131 ye\u015fil koridorlar\u0131n 100 metre derinli\u011finde d\u00fczenleme yap\u0131lmas\u0131 gerekti\u011fi ve al\u0131nan kararlar\u0131n b\u00f6lgenin trafik yo\u011funlu\u011funu artt\u0131raca\u011f\u0131 Liman, Serbest B\u00f6lge kap\u0131lar\u0131nda kilometrelerce ara\u00e7 trafi\u011finin ya\u015fand\u0131\u011f\u0131 belirtilmi\u015ftir. G\u00f6r\u00fcld\u00fc\u011f\u00fc \u00fczere, 2014 y\u0131l\u0131nda davac\u0131 ve kat\u0131l\u0131mc\u0131lar\u0131n g\u00f6r\u00fc\u015fleri neticesinde a\u00e7\u0131lan davada belirtilen g\u00f6r\u00fc\u015fler ile g\u00fcn\u00fcm\u00fczde ayn\u0131 kurumlar\u0131n, b\u00f6lgenin \u00f6zel end\u00fcstri b\u00f6lgesi ilan edilmesi ve Polipropilen tesisinin yap\u0131lmas\u0131 hakk\u0131ndaki g\u00f6r\u00fc\u015fleri aras\u0131nda ayk\u0131r\u0131l\u0131klar\u0131 vard\u0131r.&#8221; ifadeleri kullan\u0131ld\u0131.<\/p>\n<p>&#8220;\u0130stihdam\u0131n s\u0131n\u0131rl\u0131 say\u0131da kalmas\u0131na g\u00f6z yumuluyor!\u201d\u00a0<\/p>\n<p>Ekonomik \u00e7\u0131karlar\u0131 \u00f6n planda oldu\u011funun alt\u0131n\u0131 \u00e7izen &#8220;Koordinasyon Kurulu, &#8220;Meslek hizmetleri g\u00f6rmek, meslek ahlak ve tesan\u00fct\u00fcn\u00fc korumak, ticaret ve sanayinin genel menfaatlere uygun suretle geli\u015ftirilmesine \u00e7al\u0131\u015fmak ve bu maksatla verilecek i\u015fleri yapmak \u00fczere kurulan t\u00fczel ki\u015fili\u011fe haiz meslek te\u015fekk\u00fcl\u00fc mahiyetindeki kamu kurulu\u015flar\u0131 olarak faaliyet g\u00f6steren kurulu\u015flar\u0131n, ilgili alan\u0131n mevcut planlarda serbest b\u00f6lge geli\u015fim alan\u0131 ve sanayi depolama alan\u0131 olarak i\u015flev g\u00f6rmesinde olu\u015fturaca\u011f\u0131 art\u0131 de\u011feri, kent ekonomisi ve binlerce ki\u015fi istihdam\u0131n sa\u011flanabilecek olmas\u0131 g\u00f6z ard\u0131 edilmi\u015ftir. B\u00f6lgenin tek tip plastik sanayi end\u00fcstrisi i\u015flevi kazand\u0131r\u0131larak kalk\u0131nma politikalar\u0131n\u0131n, ekonomik \u00e7\u0131karlar\u0131n ve istihdam\u0131n \u00e7ok daha s\u0131n\u0131rl\u0131 say\u0131da kalmas\u0131na g\u00f6z yumduklar\u0131 anla\u015f\u0131lmaktad\u0131r.&#8221; diyerek ele\u015ftiride bulundu.<\/p>\n<p>&#8220;Teknik ve Hukuksal olarak takip\u00e7isiyiz!\u201d<\/p>\n<p>Konunun mutlak takip\u00e7isi olacaklar\u0131n\u0131 bildiren Mersin \u0130KK, Mersin-Adana Planlama B\u00f6lgesi 1\/100.000 \u00f6l\u00e7ekli Revizyon \u00c7DP De\u011fi\u015fikli\u011fi (Toros Tar\u0131m Sanayi ve Ticaret Anonim \u015eirketi Mersin \u00d6zel End\u00fcstri B\u00f6lgesi)&#8221; 10.06.2020 tarihinde \u00a0Mersin Valili\u011fi \u00c7evre ve \u015eehircilik \u0130l M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019nce ask\u0131ya \u00e7\u0131kar\u0131ld\u0131\u011f\u0131n\u0131 s\u00f6yleyerek Ask\u0131da olan plan revizyonuna itiraz son tarihi 10 Temmuz 2020 oldu\u011funu ifade etti.\u00a0<br \/>\nA\u015fa\u011f\u0131da verilen bilgiler ve g\u00f6r\u00fc\u015fler \u00e7er\u00e7evesinde, projenin yer se\u00e7iminin do\u011fru olmad\u0131\u011f\u0131n\u0131, b\u00f6lgede halihaz\u0131rda kent ve \u00e7evre sorunlar\u0131 ya\u015fan\u0131yorken ciddi tar\u0131msal, \u00e7evresel ve ekolojik problemlere neden olabilecek bir projenin b\u00f6lgeye yap\u0131lmak istenmesine kar\u015f\u0131 olduklar\u0131n\u0131 s\u00f6yleyen Mersin \u0130KK s\u00fcrecin hukuki ve teknik olarak takip\u00e7isi olduklar\u0131n\u0131 belirtti.<\/p>\n<p>Kurul Bilgileri geli\u015fmeleri \u015f\u00f6yle s\u0131ralad\u0131;<\/p>\n<p>&#8220;19.07.2017 onay tarihli Mersin-Adana Planlama B\u00f6lgesi 1\/100.000 \u00d6l\u00e7ekli \u00c7evre D\u00fczeni Plan\u0131 Revizyonu genel arazi kullan\u0131m kararlar\u0131 itibariyle \u201cSerbest B\u00f6lge\u201d ve \u201cSanayi ve Depolama Alan\u0131\u201d kullan\u0131mlar\u0131nda kald\u0131\u011f\u0131 anla\u015f\u0131lan ve 27\/03\/2020 tarihli ve 2318 say\u0131l\u0131 Cumhurba\u015fkanl\u0131\u011f\u0131 Karar\u0131 ile 4737 say\u0131l\u0131 End\u00fcstri B\u00f6lgeleri Kanununun 4\/\u00c7 maddesi uyar\u0131nca Toros Tar\u0131m Sanayi ve Ticaret Anonim \u015eirketi Mersin \u00d6zel End\u00fcstri B\u00f6lgesi\u201d olarak ilan dilen alan\u0131n Mersin-Adana Planlama B\u00f6lgesi 1\/100.000 \u00d6l\u00e7ekli \u00c7evre D\u00fczeni Plan\u0131<br \/>\nRevizyonu O33 nolu plan paftas\u0131nda \u201cEnd\u00fcstri B\u00f6lgesi\u201d olarak g\u00f6sterilmesine y\u00f6nelik d\u00fczenleme yap\u0131lm\u0131\u015ft\u0131r.<br \/>\n1\/100.000 \u00d6l\u00e7ekli \u00c7evre D\u00fczeni Plan\u0131 Revizyonu ile;<br \/>\n&#8211; Bu alanlarda 4737 say\u0131l\u0131 \u201cEnd\u00fcstri B\u00f6lgeleri Kanunu\u201d ve ilgili y\u00f6netmelik h\u00fck\u00fcmleri ge\u00e7erli olacakt\u0131r ve bu alanlarda yer se\u00e7ecek kullan\u0131mlar ve yap\u0131la\u015fma ko\u015fullar\u0131 alt \u00f6l\u00e7ekli imar planlar\u0131nda netle\u015ftirilecektir.<br \/>\n&#8211; Mersin Ana Konteyner Liman\u0131 yol ba\u011flant\u0131s\u0131 iptal edilmektedir. Liman ba\u011flant\u0131s\u0131 olmadan liman\u0131n i\u015fletilmesi olanaks\u0131zd\u0131r. Bu vesile ile Mersin Ana Konteyner Liman\u0131 ge\u00e7erlili\u011fini yitirmi\u015ftir.<br \/>\n&#8211; Serbest b\u00f6lge geli\u015fim alan\u0131 iptal edilmektedir. Mevcut durumda 11.000 istihdam\u0131 olan Serbest B\u00f6lgenin geni\u015flemesi durumunda ek olarak 4.000 civar\u0131nda istihdam olana\u011f\u0131 sa\u011flayacak iken bu karar iptal edilmi\u015ftir. \u00d6ng\u00f6r\u00fclen sanayi tesisinin istihdam yaratma kapasitesi \u00e7ok s\u0131n\u0131rl\u0131d\u0131r(400-450 Ki\u015fi).<br \/>\n&#8211; \u00d6zel End\u00fcstri B\u00f6lgesi s\u0131n\u0131rlar\u0131 belirlenirken mevcut 1\/100.000 \u00c7DP plan, \u00e7evre kullan\u0131mlar\u0131, \u00e7evre n\u00fcfusu, kentin ekonomisi dikkate al\u0131nmam\u0131\u015ft\u0131r.
